- Primary (sub-capacity policy): license to the maximum number of virtual cores in the VMs available to the Eligible Product at any given time (lower-of rule). Supporting FAQ: An increase in the maximum or peak processor core capacity, as measured in cores, available to the IBM software requires additional license entitlements. IBM licensing terms do not allow for averaging processor core capacity nor do the terms offer any grace periods for temporary spikes in workload. ILMT reports so customers can cover these “high water marks”.
