BYOL instances need sufficient supported licenses at all times

- UCM v092326, section G: a BYOL Cloud Service instance must always have enough supported licenses for its requirement, otherwise the customer must stop it and redeploy the non-BYOL service or acquire more licenses. Where an instance is billed partly at BYOL and partly at non-BYOL rates, the entire instance is subject to the BYOL requirements. Embedded Software Licenses are not eligible.
