- IBM Container Licenses (retrieved 2026-08-31): “For the purposes of this guidance, 1 VPC is equal to 1 vCPU and 70 PVUs is equal to 1 vCPU.” Educational Container Licensing guide (effective January 2022; last update August 2026; “The guides do not supersede your license agreement with IBM”): “The PVU table does not apply to Container Licensing. Containers might not show which processor executes the workload. Due to this, the PVU rate is set at a single value of 70 PVUs per Virtual Processor Core (VPC) or virtual CPU (vCPU).” Do not apply this 70-flat rate to traditional VM sub-capacity (that uses the PVU table). Distinct from BYOSL Note 1 (only where IBM footnotes it on the EPC table).
