- IBM Eligible Public Cloud BYOSL Policy (retrieved 2026-08-31; change log March 2024): “The Licensing Footnotes below apply only where specifically noted within the Cloud provider sections above. They do not apply universally to all offerings.” Where — and only where — the EPC table footnotes Note 1: “In all instances: 1 vCPU = 1 Core = 1 VPC = 70 PVUs. For containers with Hyperthreading enabled: 2 vCPUs = 1 Core = 1 VPC = 70 PVUs (See Container Licensing page for more information).” Do not globalize Note 1 onto traditional on-prem sub-capacity, onto offerings IBM footnotes to the PVU tables (Note 2 / bare metal), or onto Oracle ACE. IBM’s EPC table footnotes Note 1 on named virtual-server / Kubernetes offerings (for example IBM Cloud Virtual Servers, AWS EC2, Azure Virtual Machines, Google Compute Engine) — not universally.
