Annual Plan: assignments cannot exceed purchased licenses

- How licensing works (2026-09-24): on the Annual Plan you can only assign as many licenses as you purchased, by any automatic or manual method; manual assignment beyond that returns an error until users are deleted or more licenses bought. With automatic licensing at the top level and another user-based service, the maximum number of users you can create equals the smallest number of licenses among your user-based services (20 Workspace plus 5 Voice licenses allows 5 users). About automatic licensing for organizational units: if assignments in an OU exceed purchased licenses, some users get a temporary license.
