Copilot seat billed once per user per enterprise

- As published 2026-09-26: a user who receives seats from several organizations in the same enterprise is billed once per billing cycle (one assigning organization is chosen at random each month to be billed). If a user holds both a Copilot Business and a Copilot Enterprise seat from different organizations, only the Copilot Enterprise seat is billed, at the Enterprise rate from the time the Enterprise seat is assigned.
